I think what it is, is that people are trying Resident Evil 5 thinking it should be a totally different experience from 4, but it is not.
It's in fact a great game if you liked what RE4 offered. The actual gameplay mechanics are very tight, and fun. There are plenty of 'shock' moments when you see a group of villagers come from an un-intended direction (I think RE5, so far, has a lot more over-your-shoulder moments than RE4 did, as most enemy groups came from directly in front of you).
Some are complaining about the co-op mechanics, but I think that the key of Resident Evil 5, like other games, is that the game was designed for human co-op, and not AI co-op. Those that complain about the AI - it's understandable, but again, the game is much better with a human for co-op. I'm playing with my fiance, and it's a blast.
The storyline is far better, in the fact that it actually explains the timeline of the Resident Evil series, which is a great addition to the lore of the series.
The issue of people saying it's 'worse' than RE4 is the fact that it's very similar to RE4, despite the fact we're 4-5 years after RE4, and there really isn't a lot of fresh stuff, other than the great co-op. Of course, people forget how well-recieved RE4 was, and how it set the bar on so much. It's like arguing a Halo game. Sure, H3 really didn't bring a ton of 'new' to the table, but it didn't need to, it already had a great starting point.
