Well, the problem with this (as I have said in other threads) is that there are two definitions of "best" IMO.

1) Most original and fun at time of release.

and

2) Better designed.

for example, Ocarina of Time was more original and fun when released compared to Twilight Princess. Twilight Princess, on the other hand, was better designed because it used the concepts developed while making Ocarina of Time and subsequent 3d adventure games.
