Well, I do sympathize. I hope you get whatever game you want for whatever system. But whether or not it actually happens will not be determined by any online petition.

 It is not the truth that a petition won't work. There have been instances of people paying attention.

 Oblivion was localized to Japan thanks to a petition (the sales weren't huge, but it was enough to make it worth Bathesda's time).

 Bioshock also got a collector's edition thanks to a petition.
 



A flashy-first game is awesome when it comes out. A great-first game is awesome forever.

So Oblivion was localized after a petition, but BioShock and Mass Effect will be localized without any petition. These are all big games for the 360 and Microsoft needs to make as big a dent in the Japanese market as it possibly can, and AAA games are the best way to do so.

Examples like this could possibly be cases of correlation being mistaken for causation.
In fact, in this case companies may claim it's causation even when it's not, just because that would make the petition signers (who are also among the target consumers) happy with themselves, and it's also good PR for the company.

I don't know anything about these specific examples, but I think it's fairly certain any changes like this those based on whether it's a sound business decision or not ($$), not based on online petitions.

Petitions are a weak form of solicitation. Online petitions are even weaker. The problem is that few people find it hard to sign away their name for anything. You have the problem with sympathy signatures, and the problem with mob mentality. The interest behind the signatures could end up being very marginal. Might I make a suggestion to strengthen this petition.

Instead of merely advocating the signing of a petition you might also advocate a post card campaign. Provide the signers with the addresses of the local offices of the company. Recommend that the signers mail a post card with a simple one line request. Please create a Resident Evil game for this platform.

This shows the company that the signers are sincere in their desire. They purchased a post card, paid for the postage, and took the time to write on the card. Post cards are considerate for mail rooms. That will also help them sort the correspondence. The more time fans dedicate themselves towards getting something the more reliable the company will feel the demand is.

They also love to have physical evidence for the press. Capcom would love nothing better then to have a press event where they dump a huge bin filled with postcards on a table for the media to take pictures of. That is good publicity, and it generates a lot of interest in their products. The result is good for everyone.

Thats true , online petitions have fairly week chances to be listened , and I bet that from this petition only around 5/100 people will actually buy the game if its ever released . Actually Capcom really doesnt cares about it . A game wich has the name of GTA/RE/Halo wont have to most sales from hardcore , petitionsigning gamers , they will be made by casual gamers , whom go out , see the game and remember that they had fun with the first one .
The petition was made just to remind Capcom ( because they seemingly forgot ) that there is a PSP market to , and where interest still can be summoned with the right modality .
