Every mod I've seen for HL has been the same requirements. It would make no sense to promote your mod to levels above what the original game requires.
Anyway, twesterm obviously doesn't think UT3 will make any bit of difference to console FPSes so let's just move on.
I would like to get all five of them including a few others coming out this year (Most importantly Singstar, Hot Shots Golf 5 and Call of Duty 4).
Priority list (for now):
1) Ratchet and Clank Future
2) Uncharted
3) Warhawk
4) Unreal Tournament 3
5) Heavenly Sword

You obviously haven't look at a lot of HL2 mods then because they all can't run fine with the HL2 minimum specs (or the people that made them just slapped on the minimum specs without testing the game), but I'll be fine with the lets move on comment.
I choose Heavenly Sword, lots of other people also like Heavenly Sword. I didn't expect UT3 to be popular on PS3. Although 1080P key+mouse > 19" key+mouse. I think all mods will becompatible with PS3, but PC mods are more and earlier released than PS3 mods. PC mods will be converted to PS3 mods.
Since Metal Gear isnt on there
i will have to say Uncharted

Ratchet but not Clank....ok both, looks very nice but I do fear this will just be another standard platformer with little new stuff except for graphics, but hopefully I´m wrong, the other ones don´t interest me that much... maybe Heavenly Sword but not to much, would have to play it first
Although I don't have a PS3, if I did. I'd be looking most forward to Uncharted. The Heavenly Sword demo was entertaining but Uncharted looks to be the most unique gaming experience between the two.

There are already hovering vehicles in UT2k4 so just extend off those, limit the altitude and add a few other minor things and you have yourself a hover board. The tricks would mainly just be animations I assume that do whatever the desired effect is. It's not that difficult (more tedious and time consuming than hard). What kind of machines are you developing your BF mod on? Do you have a machine with those specs to test it on-- specifically the LD's? I sure hope so... BFA is about to release our alpha which contains 9 maps all 57 weapons and 11 vehicles. Each one of our beta testers run different specs, I've been testing on my laptop as my desktop died... P4 3.4GHz, ATI 9700m Pro, 1GB ram, integrated sound card. It runs ok on mine, have to run it on medium - low settings. Other testers and most of the devs have PCs between my laptop and PCs with quad cores and 8800Ultras (like my old desktop lol)
Heavenly swords...
Even though I don't have a PS3... yet.
