That's actually one of the side quests. A male ghost tells you a tale of the women he love leaving him at the alter. You have to make her fall in love with you, and then get engaged. Then you give her a rejection letter the Ghost handed to you. She runs away, when you go back to finish the quest you see the Male Ghost, and the Womens ghost talking

 Best part about that quest is that the girl Alex that kills herself can be found again later in Bowerstone. How? I have no idea.
