As someone has already pointed out those numbers appear to be shipped to retail not sold to consumer which is what the VGC 9.5M number represents. Which number you use is ultimately inconsequential of course, just so long as you compare shipped VS shipped and sold vs sold.
Either way we look at it, shipped or sold, GT4 was utterly slaughtered in the race to 10M by GTA:SA which beat it by probably 52 weeks or more. With a smaller install base it defies common sense to think that GT5 would magically outperform GT4 in sales pace in the dramatic fashion that needs to occur.
Hell, GTA 4 on two platforms took ~56% longer to break 10M than GTA:SA on the larger install base of the PS2. And GT5 on the PS3 would be lucky to launch with an install base equal to what GTA4 did across both SKUs.
Short of a parting of the oceans (seas are too small) or a big "FREE" sticker on every box its simply not going to break the 9 week record, and frankly I don't think anything else currently announced has a shot at it either. Folks need to understand there are only like 30 games that have ever even broken 10M units at any point in their life....and GTA:SA is the only one to even crack the top 10 that wasn't made by Nintendo. Hell the only company in that list that isn't Nintendo, Sony or Rockstar is Maxis with "The Sims". If you're not a Nintendo game (22 of them), a GTA game (3 of them), or GT (2 of them) you don't even have a chance to break 10M without truly "WoW"ing people. And if you meet one of those criteria you're still far from assured a seat at the 10M club. And if you want to do it in under 9 weeks? Ha! Good one! For that you pretty much need to be a GTA game...
