Gears of War 2 will easily outsell Fable 2. Shooters are more popular than RPG's

I like how you know what's going to be fresh when you haven't even played either game. That alone makes me not take you seriously but I'll still respond. The quality crown will go to the game that gets higher ratings and praise. That's all there is to it, not any personal feeling of "freshness" you think one has over the other.

AND I wouldn't be so sure both will be AAA titles...remember Fable ;D

Most people do not like much games with stats and thinking like Fable 2

Obviously anything ANY of us say about the title's quality is partially conjecture until the games are out. 

The Gears 2 campaign could end up being six hours long.  Fable 2 might have monumentally shit side-quests and social interaction.

But reasonably based off what has been shown of the two games, its safe to say Fable 2 will bring MORE new stuff to the table, most of which looks awesome. 

But as you say, Fable wasn't AAA, so we'll see what happens.  As I said, I EXPECT them both to be AAA.
