Tobias Bruckner! Nothing beats a westerner riding a dinosaur!
Seymour from FFX.
Annoying high pitched whiny voice ...and seemingly endless forms. I got so sick of kicking his ass all the time...*sigh*...there are probably worse villains out there but I'm going through FFX again so he sticks in my mind.
Proud Sony Rear Admiral
Zant, at leasy when his final identity became clear - at the beginning of the game he seemed really cool.
Other than that, Bowser (I kid not) and Captain Barbaros.

Well, everytime I saw him I wondered "Why I'm fighting this stupid guy?". Not only he's one of the worst designs ever for a FF villain along with Ultimecia (who luckily didn't appear for 99% of the game) and Seymour (who luckily wasn't the main villain), his entire lack of motives and coolness made me hate him. Though, to give him credit, he is less pathetic than Dhoulmagus
Darth Malak.
There is something supremely non-threatening about fighting your old apprentice.
the first boss you meet in house of the dead 2, the one with the squeaky voice, "suffeeeeeer like g did" god i hate him still to this day!

Actually, he's just a lackey; the real villain in HotD 2 is Goldman, who is pretty lame in himself.
"Hm. Hm. Hm. Hm. People of the AMS. I... am Goldmaaaaaaaan! Hm. Hm. Hm. Hm."
"'Casual games' are something the 'Game Industry' invented to explain away the Wii success instead of actually listening or looking at what Nintendo did. There is no 'casual strategy' from Nintendo. 'Accessible strategy', yes, but ‘casual gamers’ is just the 'Game Industry''s polite way of saying what they feel: 'retarded gamers'."
