No, it wouldn't, but there's a lot of room to explore by combining genres in unique ways.

Thats been done before on the PC many times.
The Battlezone games were like that though not exactly as you described it but they were classified as RTS/FPS
Battlefield 2 has a commander who issues orders to squads and can watch from a sattelite overhead view of all his troops.
There was this one RTS/FPS a while ago that was almost exactly like as you said but I can't remember the name that was based in a modern warfare setting.
And I am sure there are others as well.
