GTA IV effect will also be seen in April, but May should be influenced as well. But I don't see why May's effect would significantly differ from April's, so whatever console benefits the most on April probably will do the same thing in May.

Are there still ban bets riding on these numbers? I remember reading something about a bet between Gebx and a number of other people about PS3/360 sales, but I'm not completely certain about the current status.

 There are no ban bets riding on anything, ioi said they will not enforce or allow these bets anymore.
