You take a look at the graphics pipeline and the effects in play... Those are "Graphics" and can't be misconstrued thanks to subjectivity. - What you propose is taking a subjective approach based on art, which comes down entirely to personal opinion.

On a technical level... Crysis wins 2007 and Crysis: Warhead wins 2008 on PC. - And despite their "Realistic" approach, they still hold up visually even today.

As of 2008 Gears of War 2 probably had the best graphics on consoles. Followed by MGS4, COD4, and GTA4 (lot of 4s there).

For art direction I'd say Bioshock and Metroid Prime 3 were the best.

Of course Crysis blows all of them out of the water on a technical level, but it was PC only at the time.



Id say Mario Galaxy. That game all round is an eye catcher. Achieves amazing CGI graphics without relying on heavy hardware to do so. Its pure developer talent at its best.
Also Dead Space looks phenomenal. Seeing those ragged doll physics with a realistic dark artsyle at the time was also amazing.



Super Mario Galaxy. Looked as good as any HD game at the time. Nintendo worked magic on Wii’s modest hardware with that game.



MGS4, Gears 2, Valkyria Chronicles.



Valkyria Chronicles is the first game that comes to mind.  I was very impressed with the visuals when I first saw them, and I think they still hold up well today.  I also have to add Bioshock, because the intro and several locales in the game were visually interesting.
