No, because there's no such thing as a "digital" console.  Even if it's bought digitally (online), the purchaser still gets a physical item which can be tracked.  A digital software purchase, however, does not include any physical item and that is why it can't be tracked like a disc or cartridge.

Sorry that sarcasm was supposed to be detectable. I tried to write it so that the post acknowledged that that the only reason this is happening is due to digital downloads. Obviously nobody can download hardware :)
