For me it's the second best in the series, behind San Andreas. Even though I continue flip-floping between the two for my best GTA game. Shame we couldnt get a GTA that pushes the base Xbox One and PS4 to their limit, though.

minimal working meaning they have to work as little as possible on new content and just keep feeding their online for specific games. Less releases overall makes minimal work for them.

They put huge effort into their games. Updates aside, GTA 5 and RDR2 single player were massive projects. The scale of it is undeniable. Even the graphics alone would have required serious amounts of effort. There is also the world details, the huge voice actor cast, the simulation aspects which were made to be as real as possible.
Rockstar is the only major open world third party publisher to push efforts into their games.

God of War sold 5 million in a month. Horizon sold 7.6 million in a year. I don't know where you're getting these sales...oh, VGChartz? These are just the retail sales, and they aren't even that accurate.
