Gl to him. I quite enjoyed FFXV. Despite all its flaws the game is still better than lots of other stuff that is coming out these days.

Not sure how it works in Japan but here in the UK you can literally register and create a company in a week going by this news Japan seems to have a quick process as well.

Sure, registering the company can be quick but it looks like he did not only registered the company but also has some employees that will start working for him since January. And finding people to do the job isn't as quick as just registering the company.

The are also numerous ways of operating in the industry for example Mistwalker only had a few people to start off with and operated by contracting studios to handle the development while they lead the designs.
