im gonna say no, simply because that would mean production of smaller joy-cons in addition to the ones we already have, and the ones we do have are already pretty jam packed with hardware so i dont even see how they could get smaller

But that got me thinking that a Switch Mini would make since for kids as they have smaller hands and don't need as big of a device.

No, it's just a scaling choice. They had to make the Switch models themselves big enough to see to players, but if those kids had those things in their hands they'd be playing like they're tying to hug each other.
