It's the old engine. It uses archive files that do not work well with binary patching. So they resort to full file replacement. Even though i'm loving the crap out of this game this gen should seriously be the end of this engine.

Sadly it looks like Starfield will still be using Creation, as it already has several years of development at this point, it's too late to change engines now. Though at least Todd did say they would be remaking alot of the engine for Starfield, maybe this is something they fixed while remaking it. There is some hope for TES 6 changing engines at least, it should still be early enough in development for an engine change to be made, hopefully seeing so many critics shit on the Creation engine in these Fallout 76 reviews will convince them to either switch to idTech or build a brand new engine from the ground up for TES 6.

About time, but they could have planned a far smoother transition. This is a clear example of greed backfiring: they posponed a new engine development and deployment for too long to save some money, but they'll lose more from misses sales.
Well, if we want to see the glass half full, we can say that its typical graphics keep Bethesda out and far away from the Uncanny Valley. On the underdeveloped side, yes, but let's not be too pernickety.
