That'd be an extreme example in a western country.  But, here in the US, you're definitely treated more harshly as a male sex offender than a female one.  So, I don't think it is fair to say "...some countries..."  I think just about all countries have unfair, ridiculous laws.  

I don't think being attracted to an underage girl is disgusting at all.  As Ka-pi said, the number is BS.  But, aside from that, you can't help who you're attracted to.   What matters is what you do with that attraction.  If you say, "wow, hot chick", then drive on by and go about your day, there's nothing wrong with that.   But, if you see a 13 year old girl that's attractive, then try to fuck her, you have a real problem.  I think we can agree that that's disgusting. 

But, let's take a beautiful 17 year old.  In most places, that's one year from being considered an adult.  Are you sick in the head if you fuck her today, and the envy of all of your friends if you want until next year to do it?  In some people's opinions, yes.  But, as far as I'm concerned, if you find a girl in her late teenage years, that seems relatively mature, is interested, and, most importantly, you don't use your superior manipulation skills to fool her into sleeping with you, you're done nothing morally wrong if you end up in bed with her.   

tl;dr - We have to apply some common sense, and evaluate each situation individually to determine what is actually wrong.

For example, here's a common theme in Japanese art:

A toddler's head stuck on a body with big globular tits - and this may not seem like a big deal because of how fucking ridiculous it is until you find the Japanese are big porn addicts (4th highest volume of internet porn consumption in the world), and the sort of porn they watch is "unusual" to say the least. The top search term for the country is "hentai" - so they're literally attracted to fake women. Also among the top terms are also "3D, and hentai 3D," and "schoolgirl" etc... And it doesn't take Sherlock to see they have a serious obsession with youth. And if they're growing up their teen years training their brain to be attracted to these "women."

When guys are looking around Japan, instead of the 4-year-old girl's head surgically transplanted onto an older body with giant tits (and a cartoon), they see this:

I imagine they're awfully confused from a sexual standpoint. I am no psychologist, but if John Ruskin's "these women don't look like the Greek women from the paintings" excuse was legit, you have to imagine the Japanese are suffering from the same thing.

I don't condone this as I would rather they didn't sexualise underage looking characters BUT where we as a society always have a problem is that we believe that people can't tell the difference between whats real and fiction

Take the common arguement that video games like mortal kombat and GTA should be banned since murder is wrong. These arguements usually come from people that do not play video games but as gamers we know the difference and it hasn't affected our lives

Same way with these characters, they aren't real. Noone in real life is getting hurt and these people (I believe and hope) aren't getting distorted in real life much like us gamers don't

Japanese men view porn at an abnormally high rate, and the porn they watch is generally depictions of underage girls and hybrids of underage girls and women with ridiculously large breasts. On the flip side has an abnormally low rate of sexual interest in adult women.

And is it that they are watching too much porn? Nope, Germany ties Japan for most porn viewing in the free world, and we have the most sex of any country the Western world (Often we rank below Switzerland, but it is not relevant because Switzerland watches around as much porn as Japan and Germany). Where it differs is German porn usually revolves around sex clubs, pickups, massage parlours, husband/wife, public sex, party/gangbangs, office related, and other sorts of normal sex scenarios.

Japan masturbates about 50% more than the US... but it is not that masturbation has replaced sex for them when you factor that Germans masturbate about DOUBLE the rate of the US (#1 in the Western world, and #2 in the entire world, with Argentina taking #1), so that is not the factor either.

Is it that Japanese are bad at sex? Maybe, but no, apparently Germans are considered the worst lovers on planet earth :/, so that is NOT it either!

You're wrong. It's the usual internet fantasy that "Japan age of consent is 13", because it's written in one law.

The reality is that the 13 is the national "minimal age of consent", and the real age of consent is set by regional laws.

It's a pretty grey area actually, difficult to understand perfectly, but it's either 18 or 20. From what I understood, it's 18 if the parents are okay with it, 20 for perfect consent (20 being the age for adulthood). In your example, if your daughter is 18 and you disagree with her relationship, you could most likely sue the guy.

Japanese people are pretty terrible at sex from what I've been told though, and they don't really care about it. They don't have any sexual education except stuff like "how to deal with periods" for girls. I had to explain to my 20 years old Japanese girlfriend what are STDs, and that condoms were not only to protect from pregnancy. They also don't know a lot about oral sex or the opposite sex in general apparently ("what is the clitoris" for example...), I saw several other foreigner guys who said like me that the Japanese girls were surprised and troubled when the guy performed oral sex, because most Japanese guys don't do it (which could explain why Japanese girls are famous for not shaving). Not sure if it's because of the sexism here, but it seems like it's more the guy entering as fast as possible, doing his thing, and finishing without even caring about the pleasure of the girl while she lies on the bed without moving too much.

Maybe the girls I talked to about it only were unlucky to have only bad experiences before, but it seems pretty usual here. I also met several girls who said stuff like "I only want to date foreigners", that could explain it...
