You haven't heard of Destruction Derby? That franchise was very popular in the ps era, especially the sequel. Vgchartz has it at 1.17m.
Also Mr. Driller is missing the Japanese sales on vgchartz, it's highest selling region.

Oh god, how I loved Destruction Derby. After playing it, I went out and bought a Playstation. Could scarcely believe what I was playing in my home. It wasn't the only game that blew my mind, but it was the one that pushed me over the edge, along with Tekken, Ridge Racer, Jumping Flash, Warhawk, and to a lesser extent, especially after playing Tekken, Battle Arena Toshinden. I liked Destruction Derby 2 as well, but it didn't catch me the way the first game did.

Logic would dictate that a project like this would save most of the sequels for version 2 , for games like LOD my instinct is the inclusion of FF7 meant they felt that covered the epic jrpg game and with twenty games wanted diversity and they had LOD for the future.
With these types of ventures you are never going to satisfy everyone and we don't know what impact old licensing deals still have, plus what is their thinking, take crash they may had the thinking that the remasters are out so give it a rest, or it may have been, even though they published the original games putting it on what is essentially a new device might have taken it outside the scope of the original publishing rights meaning having to deal with activision.
It could be any of these things, or simply who ever was compiling the games was given a list of what was the easiest games to put on the ps classic and what we got was his choices.

You know how it works you have your opening acts like FF7 to warm up the crowd and later the headliner turns up, this case is a little different since they are testing out a new circuit so you send out some acts to gauge the response and work out the kinks and then comes the Playstation Classics 2 tour with LOD.

If it was to be a once off then I would agree with going with certain sequels, but if you are looking to continue with say a classics 2 , Destruction Derby starts to make sense ,and with just twenty games FF7 and wild arms covered the jrpg need while leaving room for diversity.

Classics 2.... like a whole different collection you have to buy? That sounds even worse.
It makes no sense to include the worst installments in some of these franchises.

After a friend showed me Tekken 2, I got my PS1 in 1997. Toshinden was a free pack in. Controls were so bad. Maybe they were better in 1995 but by '97, they were horrendous. The whole game felt cheap. Even for free, I hated it (and this was at a time when I LOVED fighting games). I think there was a match where I used a special move and my character hovered in the sky clucking like a chicken and then flew right out of the ring. I decided I never wanted to play it again.
I casually took the game out of my console and ate it.
