Hmm... it was a full $60 50 hour+ JRPG with full English/Japanese voice acting and a beautiful unique art-style using intensive enough visual and graphical effects to run at 720p 30fps plus it had a pretty lengthy development from Square Enix.
Definitely both quality wise and budget wise would consider it AA, A would more be on the likes of some mobile or indie games to me.

You kind of hit the nail on the head with the last part of your last sentence. It LOOKS like a mobile game. And, graphics are by far the #1 factor that determines a budget. With it's 2D-heavy aesthetic, they would actually have to try to willingly throw away money in order to push the game into mid-tier territory. Clearly, the AA games I listed are on a budget-level far above Octopath, but still far below AAA.
People seem to get pretty touchy when I point this out (not saying you are). I'm not sure if it's because it's a Nintendo exclusive, or what. I'm just calling a spade a spade, and want to see more Turn-Based games hit the mid-tier, full 3D world to explore, level.
