Hopefully  its the end of 2020 when ps5 come out., ps4 has too much games i want and need to catch up on. PS5 sound like a super beast.

And Graphics Core Next likely had a development cycle of 4-5 years before that...

So no. It wasn't created for Sony. The ISA was pretty much done and dusted, the refined improvements however is another matter entirely.
