Why not both? The Xbox 360 started out life with two separate chips and then consolidated them later once they became more financially viable.
Of course this all speculation.

False. Navi is an iteration of Graphics Core Next, which has been an architecture going under consistent evolutionary improvements since 2012, before the 8th gen consoles launched.
And Graphics Core Next likely had a development cycle of 4-5 years before that...
So no. It wasn't created for Sony. The ISA was pretty much done and dusted, the refined improvements however is another matter entirely.

Navi design would certainly be "finished" at this point and should just be going through various extra processes to refine and tweak things and work with the fabs.
