I will never understand why some people thought Fallout 4 was bad. To me at least, it felt alot like Fallout 3, except with improved character creation, the addition of dialogue options, improved shooting mechanics, the addition of optional base building, and the addition of radiant quests. Out of those, the only one that was a negative were the radiant quests, repeatable quests get boring after awhile. 

As an open world game, Fallout 4 was much, much better than Fallout 3 or New Vegas.  There was improvement in almost every category.  The only thing I can imagine is that some people played it like a linear game and concluded it was somehow worse.  Aside from that, I can't think of any other reason than blind nostalgia.  I generally honor different opinions about games but in this case ... yeah, not so much.

Even the negative things, like Preston's endless quests, were easy to bypass, especially when replaying the game, and especially with mods.  

Personally, I just want another game built on the engine and assets of Fallout 4 because I had so much fun with that game and I'd love it if the mods carried over with little hassle.  Yes, a "new" engine is definitely needed eventually but not for a spinoff.
