Steams user statistics are all active users, if you knew anything about the PC and Steam you would know this basic fundamental fact.
Valve counts anyone who owns at-least 1 game and has logged in at-least once for that month as an active user.
So the actual REAL total number of users will be higher.
It's no contest that Steam is a larger platform than Xbox and Xbox Live!

You aren't getting it. The hardware is not important.
If someone has hardware specifications that are below the Xbox One, that doesn't mean they cannot play thousands of games on Steam.
It also doesn't mean they can't play the same games they enjoy that are also on the Xbox One, there are tons of Arcade/Smaller Experiences/Light games/2D titles and such that are light on hardware, like Minecraft, Terraria, Defense Grid 2, Limbo... Or remasters like Skyrim even.
Hardware isn't everything. Even then, a large majority of PC's on Steam are equal/better than the 6~ year old Radeon derived GPU than the Xbox One anyway.

Then Microsoft needs to do a better job to appeal to those with powerful gaming PC's, those people have wallets that are full of phat notes as well you know.
Those gamers are more likely to pick up a Switch or a Playstation 4 as they actually offer something new and unique.

Microsoft aren't the Publisher on Steam, if they had a financial publishing arrangement then they would be listed under Microsoft.

Forza Horizon 2 is a game from 2014. - It has a successor, Forza Horizon 3... And it is on PC.
Sunset Overdrive is also a game from 2014, it's an amazing title in it's own right.
Halo games? Well. Halo Wars 1 and 2 came to PC... The PC also has one Halo game not on any Xbox console. (I will let you guess.)
The Master Chief Collection was utter garbage, Halo 5 was average... And many a person would argue that Halo's quality has been in decline.
So really, there is 1 notable title in your list. An old title. - Worth buying an Xbox One for? Probably not, it's a great game, but not that great.
As a PC gamer, I have more reason to play the Original Xbox and Xbox 360 than the Xbox One.

Backwards compatibility is fantastic. Great thing the PC is backwards compatible with games dating back 30~ years and doesn't require developer/publisher approval to be backwards compatible on newer hardware.
But I am just salty at the fact a few Xbox 360 exclusives will never be backwards compatible on Xbox One as the Publisher/Developer lost the rights to the franchises.

They only financially gain anything from a PC sale if they publish the game or it is Windows Store, which if multiplayer populations are anything to judge... Isn't setting any sales records.
Quantum Break is a great game, I would even argue that it was highly underrated, Microsoft did publish that game on Steam, so they do get revenue from each sale.
But... A gamer picking up Quantum Break on Steam is potentially a lost Xbox One customer.
Don't get me wrong, I love the fact more Xbox games come to PC, I am a PC gamer first and foremost, but I also want a reason to turn my Xbox One X on, it is probably the most useless console I have ever owned... And that is saying something.

I think the only positive thing I can leverage against Xbox for 2017 was the extremely solid hardware launch of the Xbox One X.
It doesn't have any games mind you, but it's still a solid piece of hardware that simply isn't being used right now.
Hopefully Sea of Thieves, Crackdown 3, Age of Empires, Halo 6 and a Fable 4 changes my opinion on that, Microsoft needs games.
