Are you implying that Microsoft will not release a next-gen console at around the same time as Sony? And not have the most powerful hardware?

This generation it took a while before we stopped supporting 360/ps3 games. The gap in power between xbox one x and ps5 will be about 3 years. Hell, they are supporting the switch right now with way weaker hardware.

The Switch is a special case, because although it has weak hardware, from a hardware feature set perspective it has allot in common with the Xbox One and Playstation 4. (In-fact, beats them in a few areas.)
So porting to the Switch is a crap ton easier than say... Taking a modern engine and trying to force it to work on the Wii U's dated VLIW GPU architecture.

It's meant to be a Halo product.
And by having the best hardware on the market, then developers/publishers are more likely to use the Xbox One X to show their games off, which helps build brand recognition.
The Xbox brand is already being shown in a better light thanks to outlets like Digital Foundry.

What kind of failure?
Because from a financial perspective, Xbox has been a success for Microsoft. Contrary to popular belief, you do not have to win a console generation to be successful.
Last generation with the Wii, Xbox 360 and Playstation 3, all consoles sold like 80+million units, they were all a resounding success.
Sony deserves the resounding support they got with the Playstation 4, no one is denying that, but that doesn't mean the Xbox was a failure.
