There are plenty of quick ports, but emulators are anything but "quick".
I think you are overcomplicating things here: why would they, even if the effort required wasn't much more extensive? Port it to the Tegra and you automatically have a game adapted to run on both the Shield and the Switch. No point on doing it twice.

Shield's have stayed with the X1, I think mainly due to the Switch, although someone here said it was due to overstock.
It would be strange for NVidia to change the chip of the device just for the Chinese market. It is not out of the ordinary, since companies like Samsung do sell higher spec phones in Asia.
