It's in the opening of the game itself right before the start menu.  But fans never called him that.

I also still refer to Robotnik, but I eventually grew out of saying King Koopa and Princess Toadstool.

Well yea, because it is established he goes by Tails. In the both the cartoons/comics, more so Satam, his actual name is used more frequently.

So which is the earliest work you know of that mentions his name like that? Or earliest videogame, if there was one that mentioned it before SFV.

They refer to him as Charlie Nash in SF4, but they did in the comics a few years before that.

Oh, I see. I didn't catch that in SF4. Figured it might have happened in the comics as well.
