I'd say no, that does not qualify a remake. The Gamecube version altered not only the entire graphics, but also the positioning of some rooms, introduced new puzzles and even completely new areas, as well as the Crimson Heads you've mentioned. All this made the experience look and feel like a new game based on the original.

Now this new Gamecube game is the basis for the HD version on the PS4 and XOne. These are the exact same games, just with a higher resolution and that new monster. Those are gimmicks, but they do not affect the general look and feel of the game in a substantial matter.
