It's EA, it's guaranteed to either not happen, or become a game that revolves around MT's and always online MP based.
They had their chance back in 2012, when they merged a studio version of Bioware with Victory studios to create a new Generals game, but then after 2 years, they ended up scrapping not only the game, but the two studios as well. Their excuse was:
"Your feedback from the alpha trial is clear: We are not making the game you want to play. That is why, after much difficult deliberation, we have decided to cease production of this version of the game".
It's been years now since they cancelled the game and they've not said nor done anything about the franchise since. The way they are going about their general business design, is that they are wanting to release games that are mostly online based and heavily limited in single player content. A new always online C&C wouldn't float and they clearly dislike putting big money into SP only titles.
I'd rather put my money on the new upcoming RTS "Forged Battalion", which is being designed by both Team 17 and
the last remaining half of Westwood studios, Petroglyph. I've more faith in those two to deliver on a proper RTS than the likes of EA, which hasn't cared for the genre in years. The two teams behind Forged Battalion have even borrowed idea concepts from the cancelled generals 2 game, so they are clearly taking up on a few things EA decided to throw away.
