This happened at a university so 55 cops on the job makes sense.

The dummy accidently shot himself and tries to blame it on a person who doesn't exist. He had to give a description to the police and he happened to say it was a black guy. He could have gave description of any ethnicity. It's not like he shot himself on purpose to frame a black person. He's an idiot and just on general principal, he shouldn't have said someone else shot him because the cops could have found a person who fit the description he gave and who knows what would have happened. At least, he owned up to it and he was charged for this. A cautionary tale to dummies who shoot themselves by accident and think about blaming it other people.
The second story I won't take your word as what happened definitively. I read that article and watched that vid. The whole thing hinged on if they can prove he planted a gun and they didn't have any hard evidence or enough to prove it. None of the footage showed anything substantial. There's a decent chance he planted a gun but you can't put someone in prison on a theory or what ifs. That whole thing is a good example of why no one should run from the cops and why body cams are a good thing.
