I have to agree here. Probably my biggest complain with FFVIII; Seifer becomes the perfect rival by being the entire opposite of Squall and his own reflection as well (heck even their both Triple Triad cards have the same values but in reverse), but by the time you're done with Disc 3, the story has no use for Seifer anymore. He gets like a slap in the wrist and goes fishing all happily, with zero consequence whatsoever for everything he has done up to that point.
