Afaik as long as the password isn't changed it will work.
You get dodgy sites that sell ps4 games, and they give you account details, you login, set the account to primary, download your games and then never login to the account again. Aslong as the accounts password isn't changed and you don't login to that user again you will have access to the games (even when someone else deactivates your console as primary remotely.)
You get people stealing psn accounts doing it too.
