Moding the actual GC to use HDMI. That would be the best option below Dolphin. If you care about using real hardware.

Any dedicated video processor worth its salt will yield excellent results from 480p over component. Even the GCvideo HDMI mod doesn't improve significantly over a GCN through first-party component cables.
