Keeping the Octolings beseiged underground where their society is falling apart, murdering Salmonids for money, you may have a point.

I agree, especially with how sinister the whole salmon run business feels. But whatevs, inklings need to keep the parties going somehow.
I personally think Grizzco is the most villainous. We dont know who Mr. Grizz is since he never shows his face, and he runs a shady business having Inklings fight Salmonids and steal their eggs without ever explaining why.
I think you should put octarians instead as octolings are only a small group of the army.

Octarians are honestly too cute to be too menacing, especially since Marina is one.
Salmonids are orc-like harbingers of the apocalypse, who've been resisted for countless generations. I suspect they are styled after Lovecraftian Deep Ones (a race of vicious but intelligent piscine beings with a sickly green motiff and golden artifacts? Never heard of that before).
