My experience with recent 3DS games (pokemon) is that they seem to have mostly dropped the 3D feature. So its basically an high spec DS

I'm reeeeaaallllyyyy struggling to understand this viewpoint, especially when your point is "buy a Switch".
Vita is lacking in most types of games except niche stuff. Yet it still has more niche stuff; console-quality-on-the-go stuff; AA stuff and indie stuff than Switch is likely to have at any point in the next 12 months. Switch's future is brighter, but buy one when it's actually got the games you want rather than it's getting Metroid Prime at some point in the next 3 years, lol.
I mean "there's not many games worth playing on it" is exactly why it's in the state it's in. People look at it and think "oh it has no games" because that's been the internet rhetoric for 6 years, but anyone willing to dig underneath will find a fantastic library of games full of varied titles. I alone could make 50 recommendations straight off the bat that I've written articles about:

Plus, Vita's strongest point is if you have any capacity for nostalgia or playing older games, then it's a fantastic console between PS1 classics; PSP games and PS2 games on the go.
Its weak point is obviously that a lot of its library is shared with PS4 & PS3, so if you own either of those consoles then the main selling point has to be that you want a portable to play games on, rather than a home console. For me, that's an easy choice because I much prefer portability, but it's not going to be for everyone and some people prefer performance boosts; big screen gaming and just all the general perks with home consoles.
3DS I won't even get into - I don't own one, but even I can tell that its library is a hell of a lot more than Pokemon :P
I know you said don't recommend a Switch, buuuuut...I recommend a Switch
Switch is going to be a WiiU + 3DS + Vita (minus Sony first-party games) so it will satisfy both worlds.
But I understand you want to work through the catalogs of either 3DS or PSV.
I've had great experiences on both platforms. I guess a lot depends on your taste in games. If you're big into indies, visual novels, turn-based RPGs, and Japanese games in general, I think Vita could be a good fit. If you're more into platformers, action-adventure games, strategy RPGs, puzzle games, and dungeon crawlers, then 3DS might be a good fit. For me, Nintendo's first-party content is what gives 3DS a big leg up over Vita, but if you're not crazy about Super Mario, Animal Crossing, Fire Emblem, Zelda, Kirby, Pokemon, and Mario Kart then it's a moot point.

Yeah i dunno. I'm on the fence. Got a horrible aftertaste of the grind and breeding fests that awakening and fates were. I would like a more story driven game with substance and less cliche. Gaiden/Echoes i am sure delivers in the plot better than recent games just because of that. But the smaller battles and dungeon grinding i heard of don't have me eager to jump in. I dunno... i got so much stuff to play atm that it might just fall through. I confess i am curious though.
