While it does, it's not nearly enough to counterbalance the output we do have on CO2. By the way, CH4 (the chemical formula of Methane) is also necessary for plants to grow. While most carbon comes from the CO2 and Hydrogen from H2O (water), they need an alternative source of hydrogen during low rainfall, and the high amount of hydrogen in methane fits the bill perfectly for them.
While it is much stronger than CO2 as a greenhouse gas, it still "only" contributes about 20% to the heating of the planet. That's because CH4 ain't very stable to UV light and gets cracked over several stades into CO2 and H2O. This is helpful for keeping the amount at least partially in check, but still the concentration has risen by 150% since the beginning of the industrial revolution. Most of the CO2 gets into the oceans, turning them more and more acidic (deadly for anything with a hard shell, like mossels, coral and pearls, since the CaCO3 (Calcium Carbonate) they are made of is more soluble the more acidic the water gets, making it increasingly difficult to form their shells). If these two effects where not in play, the planet would aready be unliveably hot by now
Eating less beef would undoubtly be good for the planet and reduce emissions, but it's sadly not the solution to the problem - just a small part of it. Also, while cows produce a lot of Methane, they still get outproduced by the industry, especially the oil industry.
It also raises another question: What to replace the beef with? Other livestock, while not nearly as much, still produce CH4. Growing foodplants needs fertilizers, which release N2O (Nitrous Oxide). N2O is actually about 300 times as strong as CO2 in terms of Greenhouse gas, so even several times stronger than CH4, and agriculture is here by far and large the main producer of this gas (about 80% including manure, compared to 35% including manure in the case of CH4). Thus an all vegan diet will not stop the earth from heating up, it just swaps one greenhouse gas for another
A special problem with beef is that they are only bred either for milk or for meat, no cow race is used for both. If they could come up with a cow race that produces both tender meat and large quantities of milk, the amount of beef needed could already get drastically reduced.
While we're at it, never use a spray if there's another alternatives (like rolling ones for deodorants). While their pressure gases don't destroy the Ozone layer anymore, they are all extremy potent greenhouse gases, staying up in the atmosphere for several millenia and have several thousand times the potency of CO2.
