Because a low week is one anticipating a big release the following week, right?
Fact remains that a brand new console still experiencing the "new product" sales figures is struggling back and forth with a 3+ year old console.

Struggling? The Switch have a base line of 200k+ while the PS4 was in the 170k+ at same period in it's first year.

That is true, but the Switch also had a global launch, PS4 didn't launch in JP until week 15, aka over 3 months later, and still the PS4 is ahead.
It's the first month and a half of sales still, Switch needs more time on the market, before comparisons can be made. It's off to a great start, but so was XBO, 3DS, and Wii U until they fell off a cliff sales wise. 3DS dropped price $90 a few months after the launch window (3 mo period) and shot right back up. XBO waited too late to remove Kinect and had almost a full year go by, before recovering. Wii U never really cut price, and struggled the whole way through.
We won't know how Switch truly performs until Summer rolls around. If sales are still up during the Summer and it's batteling for the Number 1 spot weekly, then Switch is on track to be somewhere between 3DS and PS4 sales wise. If sales fall off and it moves down to a consistent 2nd place on the charts, then it's looking at 3DS as a direct sales chart competitior moreso than PS4.
I also think this will be PS4's peak year, espeically if a price drop happens (which likely will this holiday seaons) even if it's a temporary one.
