Anybody fluent enough in English to understand that video probably won't bother about the game not being translated, and I guess that also would know that the US version is English only.

Exposed? Yes, 25 FPS is crap.

Even 30 FPS is crap, but everyone should go for the US Version.

Is this only a digital release?

This complain is completely absurd. It's in their scope to consider translation issues, only the performance.

On a (personal) side note, F$ck translations to spanish, german, italian in games. Causing delays in the games I play for decades now.

The only tech website/outlet that I would place higher than Digital foundry is probably Anandtech, but they don't focus strictly on gaming or the gaming industry, but their insight into tech is often second to none.

They're literally saying this version is 25fps. The other version isn't. You should probably get that version.
