Do they really need to be built from the ground up?
You are forgetting that the bulk of Xbox games, even exclusives are already on PC. And they run with significantly improved levels of fidelity.
Scorpio can take those assets and run them.

Scorpio will be a benefit to 1080P users. Downsampling brings big improvements.

Sony is able to offer 4K gaming at $399 and will drop the price of the Pro the moment Scorpio drops. SOny is in the best position right now with the PS4, it extended its lifecycle by releasing the Pro and will release the PS5 in 2019 with much better tech using AMDs new Ryzen architecture and have a fresh start console. The Project scorpio will be able to drop price to compete however Sony will have the technology edge again.

* Sony isn't offering 4k gaming. It's hardware isn't powerful enough to guarentee it.
* The Pro isn't selling like hotcakes either.
* Hopefully Ryzen isn't the CPU of choice for next gen. Hopefully they use something newer than outdated 2017 technology.
* Scorpio and the Pro don't need to compete in price, they are not high-volume hardware. They are Halo products to draw attention to the platform as a whole, the bulk of the sales will continue to be the Xbox One S and Playstation 4 Slim which will continue to be price competitive.
