I live on the west coast and PSN hasn't gone down for me in literally years. The only time I can't play is when the division servers go down for the weekly updates/maintenance but that's on Ubisoft. What's more, as someone on the west coast, I download around 12 megaBYTES (Or around 130megabits) per second. I won't say my experience is representive of everyone else, but my PSN experience has been reliable and fast this entire gen.

I live in Texas, and the only PlayStation Network related issues I've had in quite a while was PlayStation Vue going down for an hour, which wasn't a big deal since the show I was going to watch was DVR'd anyway.
