Yeah this was most likely a planned terror attack.

The oldham one seems to be a hoax, people living close to it say their is nothing going on.

Edit well it is in lockdown because of what is going on in manchester:

 Royal Oldham Hospital has told BBC Radio Manchester that it is in lockdown "due to the Manchester incident".

Nothings happening at Oldham hospital except major incident being declared.
