Most countries with significant intelligence department were aware of Trump's circle meddling with known or suspected Russian intelligence operatives. And they relayed their findings to the US Intelligence Community.
The Guardian has been told the FBI and the CIA were slow to appreciate the extensive nature of contacts between Trump’s team and Moscow ahead of the US election. This was in part due to US law that prohibits US agencies from examining the private communications of American citizens without warrants. “They are trained not to do this,” the source stressed.
“It looks like the [US] agencies were asleep,” the source added. “They [the European agencies] were saying: ‘There are contacts going on between people close to Mr Trump and people we believe are Russian intelligence agents. You should be wary of this.’
“The message was: ‘Watch out. There’s something not right here.’”

We can't blame the US agencies for not willing to violate Hatch Act. Our bureaucracy at times do more harm than good but circumventing the law is a sureway to create instability in the system.With that said, it is more than clear that Russians expertly groomed Trump to be their candidate their tool to ease the grasp US has on their international affairs. I would not say Russia exactly but Putin's inner circle. Since 1980s, Trump has been steadily receiving money from that part of the globe through investments in his shady real state business. Additionally, with an abundant amount of shell companies registered to his name (378 companies registered in Delaware), it is difficult to track money from his business dealings. After Russia defaulted by $40 billion in the late 1990s, Trump business boomed with money from Russia and neighboring countries in an desperate act of wealthy individuals scrambling to get their money out of the area, into the US with minimal scrutiny through shady real state business.

His Towers have been harboring many Russian mobsters and officials over the years, where even FBI writapped and aprehended individuals involved in money laundering in 2013.

There are so much more stuff that should've rendered this con artist unfit to run for president. Additionally, Jared Kushner should've never gotten a security clearance for his massive loan ($4 billion) from China state bank and Anbang, whom has familial ties to Chinese state officials. As soon as Trump got to the WH, he scrapped free trade deals that not only economically helped US and neighboring countries, militarily it helped Asian nations surrounding China against the latter's agression. Therefore, it will only dimish US's influence in the region and bolster China and its companies.
