PS4 had fantastic releases week after week after week throughout it's first 3 months which kept it's sales pretty high until April. However they emptied their powder keg, they have basically nothing worthwhile to fire until DQ XI. Weekly sales are already dipping down hard and will probably drop below 20k. So basically what the P4 has won in January trough March, it will lose April to Juli until the DQ XI release. and then again after Obon week unless some truly great games get announced for that time.
Also, DQ XI releasing one week after Splatoon 2 is not exactly ideal, Splatoon will steal a lot of thunder from DQ XI, though probably moreso in case of the 3DS version.

[3DS] Winter Playtimes [Wii U]
Man, people are quick to say no. Not sure why when we have over 8 months left to go, it's already at 500K, and we haven't even had E3, yet. For all we know, Sony has a few games that will appeal to the Japanese market. Maybe SE will have the first episode of FF7:R out by the end of the year. There's also a price cut coming to the PS4 S and a possible PS4 Pro S with a price cut coming, too.
And we also have the holidays later this year. The PS4 did over 400K last Dec in Japan. Some of that had to do with FFXV, but not all of it. And like I said, we have no idea what all is planned for Japan later this year.
It can do it, but I have my doubts.
Last year, the system got:
Final Fantasy XV
Persona 5
Yakuza 6
Dark Souls 3
I mean, when it comes to big Japanese franchises (that aren't Pokemon, Monster Hunter, Mario.... or many Nintendo franchises for that matter) it doesn't get much more jam packed than that. And yet, it STILL couldn't do it.
Yes, it got momentum, but how long will that momentum last?
This year, it has Dragon Quest XI, which is a huge title, but it's also launching on 3DS at the same time, with a Switch version due later down the pipeline. And God knows when Gran Turismo will be ready.
It can do it, but it will need plenty of momentum going for it, and not just legs and launches of big titles.
It'll need price cuts of some models (mainly the Pro) and special bundles as well (Dragon Quest XI PS4 Bundle could easily sell like hotcakes).

Why would Splatoon steal a lot of thunder from DQ XI and why it is not ideal?
DQ is larger than Splatoon. It is a series that is well known in Japan.
