I think it's worth mentioning that the N64 had been out in Japan for 2 and a half years before Ocarina of time's release, so the install base was significantly larger
Zelda aim for a million! Itll do 700k minimum at this rate. Its at 600k with digital (40k)

Not in Japan, as you can clearly see at the fact that it is below 100%.

Which means what? 10% of overall sales? That would be pretty damn high for digital sales, but still make not much of a difference for overall sales.

They all released during holiday season too with the exception of WW.
BoTW has had higher weekly sales than the others for the past four weeks (excl OoT, only 2 weeks).

One thing to note is that Zelda has consistently stayed in the top 10 of the Japanese charts and it hasn't shown any signs of dropping off. The game could easily keep selling and other big titles that Japan loves (like Monster Hunter and Splatoon) could help BoTW sales.
