Thing is, games like Toukiden 2 have shown that Vita really isn't the factor holding it back. That game was clearly developed for PS4 first, and while I'm sure consideration was given to "we can't make it so extravagent that it won't run on the handheld", it clearly wasn't a limiting factor given the mess they eventually made of the handheld version.
While I'm sure being Switch/PS4 would lift the bar higher, I'm not sure it'd change anything. It'd still be an arena-based hunting game or - if they really wanted to shake things up - an open-world hunting game, both of which are possible on Vita.
Any game like this is held back by budget. And while Steam has shown you can get a decent chunk of sales from western audiences at discounted prices, I'm not sure it's worth throwing away alienating the Japanese fanbase who bought 700k more-or-less full price copies of the game last time (PSP/Vita).
Certainly if it's releasing any time in the next year, I wouldn't expect it to drop Vita. But I may be wayyy of the mark on that, Bamco have made some bizarre decisions in the past :P
