lol, are you joking? It's not legal to sell stolen property on any market place, yet thousands of stolen items are sold on ebay each and every single day. The same goes for pirated movies and tv shows to cracked game consoles filled with priated games to "reproduction copies" of classic, rare video games. The legality of copyright has never been something eBay has dabbled much in in terms of whether or not they allow items to be sold on their site, and there's no reason to think they suddenly started to lay the hammer down on Windows 10 licenses.

Even when previously buying an os for other computers I've had, they've  always thrown me used keys from previous computers. Never had a problem with installing. Yeah, I've had to call Microsoft on an occassion or two they've always worked.

I see, you are one of those paranoid ones. You probably don't buy Steam keys from third party sellers either because you think they are stolen yet somehow they activate the games and everyone is happy.

It's nice to see that the people trying to convince OP he needs to spend $500 to get a decent GPU are getting btfo. I've seen vgchartz convince people to buy macbook pros as pure gaming systems, so I always worry when I see threads like this.

A 1070 is more than enough. Even a 1060 will be absolutely fine. A low end i5 or even a high end i3 will be fine for your CPU. Logical increments has recommended parts for pretty much any budget you have, and there's a build there for a $754 system:

Aye, it's also nice to see more peeps giving OP a hand, giving him specs and advice, other than the default "don't get a PC get a PS4Pro", which isn't what the OP is looking for. 

As for me, I'm waiting on Ryzen 5 and vega to go with a new build later on this year, though OP could also do well like you said with an i5 (what I'm using atm) and a 1070.

You've got some issues here.

First don't spend $140 on a z270 board with a non-K i5-7500.

Get a $80-$100 H or B series board instead as you wont be able to overclock the processor anyway.

Second, you need DDR4 memory but you've got DDR3 chosen.  The price difference will be negligable anyway so no big deal.

Third, I actually owned that Zotac 1070 AMP a few months ago and it's stupid big.  It has a great cooler but so doesn't an EVGA 1070 SC for $40-$50 less money.  Seriously, Zotac makes great cards but that one only fit in my case after removing my hard drive cage.

Lastly, you really don't need a 700 watt PSU.  The one you have listed looks like a good unit but you can grab the 500 or 600w version instead and save $10-$15.  

Other than that it looks like a great setup if you're planning on play most games at 1440p/4K or 1080p at 120+FPS.

If you're only going to play at 1080p/60 the 1070 is overkill in my opinion and a 1060 6GB would be a much better/cheaper option.

Take the money you save on the motherboard, graphics card and PSU and get a nice SSD and you'll be golden.

get a SSD for windows. so boot up instant and run your games on the 2nd harddrive.

dont get WD blue. Get WD black.

Zotac i dont like...get msi for the 1070.
and the ram...get kingston hyper ddr4.

 

and the processor get a K version so you can overclock it.  Noctua if  you need a cooler! seems like ur cpu is not comign with a cooler. i see the amazon packages.



With 750$ you could get a nice rig, to save some money I can suggest you to go for a used graphics card. I myself got a pretty good deal for a 980 ti last summer.
