A Muslim commits murder or mass murder and it is always claimed by media as a terrorist attack. If the attacker was not a Muslim it would not be getting tabloid media attention.

Trump style laws must be implemented to limit the flow of Muslim migrants into Europe. Ramping up security measures and have a strong police and military presence will deter terrorists. A terrorist is unlikely to carry out attacks when cities are guarded by police or military.
