Dylan Roof is a prime example of when the assumption is that he was mentally ill, not a terrorist. Same goes for that guy that shot at people at an abortion clinic not long ago.
I'm for the law enforcement and media conveying the objective facts, not automatically assume anything based on a persons looks, ethnicity or religion. It shouldn't be that hard but it seems all to often that they aren't capable of making complex judgements of these cases.
There is no doubt that there are a large number of Muslims' terrorists in society, as well as terrorists within other religions to various degrees, would you agree?
In this case ISIS has stated that the attacker was a "soldier of the Islamic State" - it also happened on the anniversary of the Brussels attacks. The terrorists are very clear what their motives are - why not take them at their word?

Dylan roof, this guy in London, both are in the same category in my eyes. Though one is part of a serious continuing problem that isn't being addressed in any serious way at all.

You're very wrong. According to Sahi Hadith the Khawarij are not Muslims. As the Prophet pbuh said, their words / prayers do not go beyond their throat and they as far removed from Islam as an arrow from a bow.
