The deal with Microsoft was made to keep the rights to the franchise so Insomniac could technically go to anyone for the publishing of SO2, even Sony. I don't really question whether Microsoft would publish it but whether Insomniac would go to them, they have been all over the place really :P

I like companies not owning IPs, they made the right decision, because its what Insoniac wanted. Its going to be a very good thing if SSO2 would be funded and published by microsoft on XBox and PC.
Since last year you can see Phil and his team have really made up their mind, play anywhere is the future. Now some people dind't like it but in the end its not only a very pro consumer thing, because people get nothing less and something extra but also a good thing for developers. For the first time since the 360 era Miocrosoft has a clear direction and has clearly set their own goals, expectations and strategy.
They do need games but they don't need to own the IP for everything, look at a game like The Order, where Sony owns the IP and a sequel is not in the work and there are a lot of fans who would like a sequel, if Sony didn't own the IP someone els might have stepped in to fund the game.
Same goes for Sunset 2, if Microsoft doesn't do it (who is the obvious choice) I would rather it end up on a Nintendo- or Sony platform then never explore this setting and world again.
Either way, Microsoft needs games and Insomniac is one of the industry's greatest, they have talked about SSO2 recently and I think the time is right for Microsoft to get it going, if they havn't already
