But I wonder why it'd work on the initial wall post, but not the replies? Why would they be using two separate ones? In fact, PMs  at least allow Latin letters with accents on them, which the wall post replies don't even allow, so it's like the site is using three different methods for some reason.

It's probably a bug where the original post is properly encoded but the replies aren't, while PMs don't have the proper encoding set up. But yeah it does sound like its using three different encoding systems at the same time .
