Essentially it's the mechanic in The Legend of Zelda Breath of The Wild that respawns all the enemies.

That is a neat way of explaining re spawning enemies to level up. It's a cool narrative way to instill the fear and dread the people of Hyrule must endure all this time Link is asleep.

It really isn't anything special and major though, it's just an enemy respawn.
