Also, as mentioned by ZhugeEx, Windows Central is sometimes used as a PR outlet. That isn't to say that Jez's tweet was 100% PR, but there is good reason to be skeptical.

But, yea, Scorpio will be a slightly beefier Pro.  Well, it will be unless MS is going to charge $599 for it.  And we know how people react to that price point.  Personally, I think the first true 4K console will be the PS5.  I mean that as in devs can create games better looking than this gen in 4K 30fps/60fps.  Of course, I still think devs will use Sony's checkerboard tech to push the visuals even more.

He's making bigger claims than that. So far he's said that Battlefield 1 is likely to be in 4k, and has been hinting that it may even hit 4k at Ultra settings. 

No he isn't, those claims are as vague as the "4K focussed". We already know AAA games are going to be 4k upscaled from native 1080p if the developer decides to use the extra power of Pro and Scorpio for that purpose. If you think Scorpio will do 4K native at 60fps you are dreaming. Xb one could only manage 720p (probably with room to spare) and PS4 only managed 900p.

4K is 9*720P and 4.3*1080p. Crudely speaking, if a game on Xb one runs at 1080p 60fps then assuming 4.5x power between Xb one and Scorpio then it could run native 4K60fps on Scorpio. But correct me if I'm wrong Scorpio isn't 4.5*Xb one in all respects, so possibly even those games can't do native 4K60fps on Scorpio. Maybe native 4K at sub 60fps.

I have no idea if it is close to being a decent rule of thumb, but it seems like noty a bad metric to me to assume that if a game runs <1080p on Xb one then Scorpio won't be able to do native 4K for it. But if a game does run at 1080p on Xb one then Scorpio may be able to run it at native 4K, if no other graphical improvements are made to the game.

But what would you want? Native 4K with same graphics as Xb one, or 1080p / upscaled 4K with better graphics than Xb one?

No, I'm serious, go read his twitter feed. When somone asked him if Battlefield 1 would be 1080p ultra or 4k at medium, he retorted by saying "how about Both?" I do agree that his language is a bit dodgy, but it does sound like those are the claims he is making. Whether it is true or not I have no idea. He has been right about MS' products in the past, but he is also clearly a bit of an Xbox "enthusiast," to put it mildly.
